Mr. Strickland, as you
probably know, is an expert on co-operative credit
work (I.C.S. retired) who has visited and advised
X several of the dependencies. His note, no.1,
summarises what he said in a talk with me after his
return from a recent visit to advise the Nankin
Government.
My letter to Sir James Currie, Lord Lugard and Dr.
McLean who I knew would be particularly interested
in the substance of Mr. Strickland's note.

A note prepared by myself in the light of the
replies received from the three members of the
Advisory Committee referred to above and amended
by Lord Lugard. In its present form it is
accepted by all these three members who agreed that
it would be useful if either this note, or anyhow
the substance of it, could be communicated by F. E.
Dept. confidentially to the present Governor who,
as Chancellor of the University, or because of the
influence that the Governor naturally has on
University affairs, might be able to institute
enquiries and possibly to get something done.
My letter no.2 on the file explains the
difficulties in the way of getting the views of the
Advisory Committee as a whole on the subject.
I
do not, indeed, feel that it is necessary to do so.
The three members that I have consulted really
represent our expert contribution to the subject.
